Central Government

  • The pillars of the central government were the ministers or the royal diwan.
  • According to Barni, the four major ministers in the administration of the Sultanate on whom the entire administrative structure of the Sultanate rested were Diwan-e-Wizarat, Diwan-e-Arj, Diwan-e-Insha, Diwan- e-Rasalat.
  • The Prime Minister of the state was called Wazir Diwan-e-Wizarat was head of Revenue Department.
  • Initially, the Wazir was mainly a soldier, but from the 14th century he was the Finance Minister or the supreme officer of the Revenue Department.
  • Under Wazir there were Diwan-i-Israf (Public Works), Diwan-e-Amir-Kohi (Agriculture Department) and many other departments.
  • The Wazir used to examine the accounts of all the subedars of the provinces and he also had the powers  to appoint various officials.
